How to Choose a Digital Agency in Pakistan: A Buyer's Checklist

Pakistan has thousands of agencies, freelancers and software houses offering websites, SEO and social media. Prices range from a few thousand rupees to international agency rates, and quality varies just as widely. Choosing well saves you months of rework; choosing badly can leave you with a site you do not control and marketing you cannot measure.

Short answer: choose an agency that can show relevant, live work, has reviews you can verify, puts scope, ownership and reporting in writing, and is happy to start with a small paid phase. Price matters, but a clear scope and honest communication matter more.

Start with what you actually need

Before you contact anyone, write a one-page brief. It makes proposals comparable and filters out agencies that do not read it.

  • Your goal: more leads, online sales, a stronger brand, or a new website — be specific.
  • Your market: customers in Pakistan only, or also the UK, the Gulf or North America? Selling abroad changes the language, payment, SEO and ad strategy.
  • Your budget range: a range is enough. It stops agencies guessing and lets them propose the right scope.
  • Your timeline: a launch date, a campaign, or an ongoing engagement.
  • Must-haves: e-commerce, Urdu content, WhatsApp integration, booking, payment gateways, or an existing system the work must connect to.

The checklist: what to look for

Checklist: relevant case studies, live work, verifiable reviews, written scope, ownership of domain and hosting, reporting, named contact and fair exit terms
Eight things to confirm before you sign.

1. Relevant case studies — and live work

Screenshots are easy to borrow. Ask for links to live websites and real accounts, and check them on your phone: are they fast, clear and working? Look for work in your industry or with a similar goal, not just attractive designs.

2. Reviews you can verify

Look for reviews on Google, Clutch or LinkedIn from named people at real companies. Ask for one or two references and actually call them. A good agency will not mind.

3. A written scope

The proposal should list deliverables, number of pages or posts, revision rounds, timeline, what you need to provide, and what is not included. Vague proposals lead to disputes later.

4. You own everything

This is the most common problem we see in Pakistan. Make sure your domain, hosting, website files, ad accounts, Google Analytics and social media pages are registered in your name (or your company's), with the agency added as a user. If an agency registers your domain in its own account, moving away later becomes painful.

5. Reporting you can understand

For SEO and marketing, agree on what will be reported every month — for example leads, enquiries, rankings for agreed keywords and cost per lead — and where the data comes from (GA4, Search Console, ad platforms). "Impressions went up" is not a business result.

6. A named point of contact

Know who manages your project, how quickly they reply, and which channel you will use — email, WhatsApp or a project tool. Ask whether work is done in-house or outsourced.

7. Fair contract and exit terms

Check the notice period, what happens to unfinished work, and how files and accounts are handed over if you leave. Avoid long lock-in contracts for a first engagement.

Red flags to watch for

  • Guaranteed "#1 on Google" — nobody controls Google's rankings. Guarantees usually mean low-quality tactics.
  • Very cheap SEO packages that promise hundreds of backlinks. Bought links can get a site penalised.
  • No contract or a one-line quote for a project worth months of work.
  • Pressure to pay everything upfront with no milestones.
  • The agency owns your accounts or refuses to share logins.
  • No questions about your business — a proposal sent before they understand your goals is a template.

How pricing works

Agencies in Pakistan usually price work in one of three ways:

ModelHow it worksBest for
Fixed project feeOne price for a defined scope, often paid in milestonesWebsites, branding, one-off campaigns
Monthly retainerA set fee for ongoing work each monthSEO, social media, ad management
Hourly / dedicated resourceYou pay for timeOngoing development, white-label work

When comparing quotes, line them up against the same scope. A lower price often means fewer pages, template designs, no copywriting or no post-launch support. Ask whether prices are in PKR or USD, whether tax is included, and whether you will receive a proper invoice. For a sense of what drives website prices, read our guide to how much a website costs.

Local or international experience?

If you sell only in Pakistan, local knowledge matters: Urdu and English content, cash on delivery, local payment gateways, WhatsApp-first customer service and Google Maps visibility in your city.

If you also sell to the UK, the Gulf or North America, look for an agency that has delivered for clients there. International SEO, ad targeting, time zones and customer expectations are different — and an agency with clients abroad has already learned them.

How to run the selection

Four steps: write a brief, shortlist three or four agencies, compare proposals line by line, start with a small paid phase
A simple selection process.
  1. Write a brief using the points above.
  2. Shortlist three or four agencies based on their portfolio and reviews.
  3. Hold a short call with each. Notice who asks the best questions.
  4. Compare proposals line by line against the same scope.
  5. Start small. A paid discovery phase, an audit or a first campaign shows you how the agency works before a long commitment.

Questions to ask on the first call

  • Can you show us two or three projects similar to ours, live?
  • Who will actually work on our account?
  • How will you measure success, and how often will we see reports?
  • Will we own the domain, hosting, website and ad accounts?
  • What do you need from us, and what usually delays projects?
  • What happens if we want to stop after three months?

Frequently asked questions

Should I hire a freelancer or an agency?

A freelancer can be a good fit for a small, well-defined task. An agency is usually better when you need several skills together — design, development, SEO and content — and want continuity if one person is unavailable.

How long should I give an SEO agency to show results?

Technical fixes and quick wins can show within weeks, but meaningful organic growth usually builds over three to six months. Agree on early indicators — pages indexed, rankings moving, enquiries from organic search — so you can judge progress before then. See SEO vs PPC for when paid ads make sense in the meantime.

Is a cheaper agency in Pakistan as good as one abroad?

Many Pakistani agencies deliver work for clients in the UK, the Gulf and North America. Judge on portfolio, process and reviews, not location — and make sure communication and time-zone overlap work for you.

What should be in a website contract?

Scope, timeline, payment milestones, revision rounds, ownership of files and accounts, hosting and maintenance terms, and what happens if either side ends the agreement.
